This docket is
approved until September, 1987 with the following stipulations. The
survey of 200 homeless persons not using services cannot be used to
identify the characteristics of the universe of non-service using
homeless because the sample size and sampling techniques will not
provide a nationally representative sample. Because of
methodological weaknesses in this portion of the study, only large
magnitude changes in response between the first and second wave can
be used to suggest the presence of a change due to the Food Stamp
law. In its survey of 200 homeless persons not using services, FNS
will identify the time of each interview and attempt to interview
at least 50% of the homeless after 6:00 pm. FNS will report the
results of this effort to OMB. The results of the entire first wave
of the study will be reported to OMB as soon as they are available,
so that OMB and FNSs can work together to analyze methodological
problems associated with the first wave and plan the second wave of
the study accordingly.

PROVIDERS AND HOMELESS INDIVIDUALS WILL BE CONDUCTED.
