Terms of Clearance: In accordance with Section 1320.13 of the Paperwork Reduction Act, OMB offers the following comments on the information collection associated the shrimp trawler requirements. From the information provided, the requirement that shrimp fisherman file individual report on sea turtle captures does not meet the Act's practical utility test. As the collection is currently constructed, shrimp fisherman have a disincentive to report turtle captures since such information will be used to decide where and when Turtle Excluder Devices (TEDs) will be required. Furthermore, doubts as to how many shrimp fishermen will file these reports call into question the usefulness of the collected data for management purposes. NOAA did not include any statistical justifications for the collection to demonstrate how this information will improve management practices. Therefore, an OMB number has not been assigned for this collection.

Abstract: THE INFORMATION BURD IS BEING IMPOSED TO COLLECT INFORMATION ON THE MORTALITY OF SEA TURTLE ASSOCIATED WITH SHRIMPING. THE INFORMATION WILL BE USED BY THE SERVIC TO DETERMINE THE BEST MANAGEMENT STRATEGY FOR REDUCING THE INCIDENTAL MORTALITY OF SEA TURTLES. ABOUT 11,000 SHRIMP TRAWLERS WOULD BE AFFECTED.
