Terms of Clearance: OMB HAS NOT APPROVED THE DEPARTMENT OF HEALTH & HUMAN SERVICES', REQUEST FOR APPROVAL OF THE OCSE-60 STATISTICAL/FINANCIAL FORM FOR CHILD SUPPORT ENFORCEMENT. HHS HAS PROPOSED A FORM THAT WOULD REQUIRE COLLECTION OF EXTENSIVE DATA ON SUB-STATE ACTIVITIES IN THE CHILD SUPPORT ENFORCEMENT PROGRAM. THE FORM IS UNACCEPTABLE FOR TWO REASONS: 1. HHS HAS NOT SUFFICIENTLY JUSTIFIED THE NECESSITY FOR THE LOCAL DATA WHICH STATES WOULD BE REQUIRED TO PROVIDE. HHS HAS STATED THAT THE CURRENT SYSTEM FOR VOLUNTARILY COLLECTING DATA, DOES NOT ENABLE HHS TO PROPERLY EVALUATE LOCAL CHILD SUPPORT PROGRAMS. HHS HAS NOT SUFFICIENT JUSTIFIED ITS NEED FOR SUB-STATE DATA, NOR EXPLORED OTHER, LESS BURDENSOME, WAYS TO MONITOR CHILD SUPPORT PROGRAMS. 2. THE STATISTICAL/FINANCIAL FORM WOULD IMPOSE SIGNIFICANT BURDENS ON SOME STATES. THESE STATES COULD INCUR SIGNIFICANT COSTS TO IMPLEMENT A SYSTEM DESIGNED TO PROVIDE SUB-STATE DATA. THE LACK OF DEMONSTRATED PRACTICAL UTILITY OF THE DATA DERIVED FROM THE FORMS DOES NOT JUSTIFY THE BURDEN OF COLLECTING THE INFORMATION. HHS IS ENCOURAGED TO WORK WITH THE STATES AND THE AMERICAN PUBLIC WELFARE ASSOCIATION TO EXPLORE LESS BURDENSOME METHODS TO IMPROVE CHIL SUPPORT PROGRAMS.
