Terms of Clearance: The "Survey to Evaluate the Impact of a Dislocated Worker Project" is NOT APPROVED. The Department has not provided sufficient information to justify the need or practical utility for the proposed survey. Should the Department wish to resubmit the proposed survey for Paperwork Reduction Act review, the supporting statement should be revised to address the following issues: (1) why is a survey of the Title III dislocated worker program needed when the Administration has proposed a new Worker Readjustment Assistance Program that would replace this program? (2) if the purpose of the proposed survey is primarily to determine why people enroll in JTPA programs, why can't this purpose be accomplished with a smaller, more focused survey (e.g., a post program follow-up on former participants)? (3) what is the practical utility of focusing on a discretionary project? What difference does it make if the project is State or federally funded? (4) why should this survey be limited to one site? How would such a survey provide information that could be generalized across the entire Title III dislocated worker program?

Abstract: A SURVEY IS TO BE CONDUCTED AMONG 2,400 WORKERS DISLOCATED BY A PLANT CLOSING AND WHO ARE APPLYING FOR ASSISTANCE FROM A DISLOCATED WORKER PROGRAM. APPLICANTS WILL BE RANDOMLY ASSIGNED TO EITHER THE TREATMENT GROUP (I.E., RECEIVES SERVICES) OR THE CONTROL GROUP. THE SURVEY WILL GATHE BENCHMARK DATA ON WORK HISTORY, WAGES, PREVIOUS TRAINING, ETC.
