Terms of Clearance: DISAPPROVED. THE SUPPORTING STATEMENT DOES NOT REFLECT THE REQUIREMEN CONTAINED IN THE REGULATION AS PUBLISHED IN THE FEDERAL REGISTER. IN ANY RESUBMISSION FOR REVIEW BY OMB UNDER THE PAPERWORK REDUCTION ACT, HUD MUST CLARIFY HOW MANY PROJECTS ARE TO KEEP RECORDS AND REPORT TO HUD AND THE BURDEN ASSOCIATED WITH THESE REQUIREMENTS. HUD MUST SUBMI ADDITIONAL JUSTIFICATION FOR THE PROVISION TO REQUIRE HUD APPROVAL OF MEAL CHARGES. WE ARE UNCLEAR AS TO THE PRACTICAL UTILITY OF THIS INFORMATION COLLECTION AND WHAT HUD WILL DO WITH THIS INFORMATION GIVE THE DIFFICULTY IN ASSESSING WHETHER THE CHARGES ARE APPROPIATE. PLEAS INCLUDE A DISCUSSION OF THE COMPARABLES PROCEDURE AND WHO IN HUD WILL REVIEWING THIS INFORMATION. IN ADDITION, HUD IS TO SUBMIT ANY HANDBOO OR GUIDANCE TO THE FIELD THAT IMPLEMENT THE REGULATION AND ITS REPORTI AND RECORDKEEPING REQUIREMENTS. THESE CONDITIONS ARE BEING IMPOSED TO ENSURE THAT THE INFORMATION COLLECTIONS IMPOSE THE MINIMUM BURDEN NECESSARY AND HAVE PRACTICAL UTILITY, AS REQUIRED BY THE PAPERWORK REDUCTION ACT AND ITS IMPLEMENTING REGULATION AT 5 CFR 1320.
