Abstract: THE APPLICATION IS NEEDED TO PERMIT HUD TO DETERMINE THE ELIGIBILITY OF PRIVATE NON-PROFIT ORGANIZATIONS, STATES, OR LOCAL GOVERNMENT ENTITIES TO RECEIVE FUNDING FOR TRANSITIONAL HOUSING FOR THE HOMELESS AND TO ASSESS THE RELATIVE CAPABILITY OF THESE ORGANIZATIONS TO OPERAT TRANSITIONAL HOUSING IN ORDER TO SELECT ORGANIZATIONS FOR FUNDING.
