APPROVED WITH THE CONDITIONS THAT HUD, IN THE NEXT SUBMISSION TO OMB FOR REVIEW UNDER THE PAPERWORK REDUCTION ACT, (1) CLARIFY WHO THE 1000 RECORDKEEPERS ARE (OMB ASSUMES, FROM THE SUPPORTING STATEMENT THAT THEY ARE GRANTEES, I.E., CITIES, BUT THIS IS NOT CLEAR IN THE SUPPORTING STATEMENT) AND (2) PROVIDE OMB WITH THE OMB CLEARANCE NUMBERS FOR THE REQUIREMENTS IN THIS REGULATION CONCERNING NOTICES, INSPECTIONS, AND CERTIFICATIONS. THESE CONDITIONS ARE NECESSARY TO ENSURE THAT THE COLLECTION OF INFORMATION COMPORTS WITH THE PAPERWORK REDUCTION ACT AND ITS IMPLEMENTING REGULATIONS AT 5 CFR 1320, PARTICULARLY THE NEED TO MINIMIZE PUBLIC BURDEN AND TO CLEARLY ESTABLISH PRACTICAL UTILITY.
