Terms of Clearance: This survey is disapproved because ARS needs to resolve several methodological study design issues affecting the practical of the study before continuing with the effort. Specific issues requiring resolution are: (1) the implications of using the contingent valuation model when the economic literature suggests problems associated with aggregating data across different contingent markets (2) the need for more detailed specifications in the travel cost model for recreational substitutes, tick population data, and zones with no participants (3) why economic benefits can not simply be estimated based on tick repellant sales (4) how the familiarity of those surveyed with the tick problem and tick control methods potentially affects survey results and (5) how much the public's willingness to pay for tick control would vary if ARS were to simultaneously query the public for its willingness to pay for other park improvements. OMB advises ARS to coordinate with the Economic Research Service before resubmitting the study for Paperwork Reduction Act review.
