with 5 CFR 1320, this collection is approved through 12/31/87
except for question H6a., H6b., and H7. in both versions of the
questionnaire. Approval of the survey is further conditioned on
modifications described in Census memoranda to OMB dated April 15,
1987 and April 17, 1987. (Copies of the revised questionnaires and
instructions should be sent to OMB when they are printed.) For the
disapproved housing items the practical utility of the information
and the need to collect it via the decennial census have not been
demonstrated. Neither has it been shown how analysis of the
responses to the disapproved questions in this survey could, as a
practical matter, be factored into a proposal for their inclusion
in the decennial census.

THE PRIMARY OBJECTIVE OF THE 1987
SPECIAL URB SURVEY IS TO TEST ALTERNATE WORDING OF RACE AND SPANISH
ORIGIN QUESTIONS. ANALYSIS OF THIS INFORMATION WILL ASSIST IN
DETERMINING TH CONTENT OF THE 1990 DECENNIAL CENSUS QUESTIONNAIRES.
APPROXIMATELY 27,000 UNITS FROM AREAS COMPOSED OF LARGE MINORITY
POPULATIONS WILL BE SAMPLED.
