Terms of Clearance: This proposed information collection fails to meet the "practical utility" test of the Paperwork Reduction Act and 5 CFR 1320, particularly given the stringent standards that must be applied to a collection the size of the decennial census. No direct use of the data is identified, and the case for the indirect use of the information as a proxy for other housing quality indicators is not convincingly documented. No case is made that the proposed questions might substitute for other data collections, or otherwise be offset by burden reductions. The late start made in consideration and evaluation of these items increases the risk of conducting an imperfectly designed collection or a less-than thorough scrutiny of the collection's practical utility. Furthermore, it seems possible that asking questions with little apparent utility (such as the "holes-in-the-floor" item) may have a negative effect on popular tolerance of the response burden imposed by the decennial census.
