Abstract: THE CORPS OF ENGINEERS USES ENG FORMS 3925 AND 3925B AS THE BASIC INSTRUMENT TO COLLECT WATERBORNE STATISTICS. THE DATA COLLECTED DETAI THE MOVEMENT OF FREIGHT AND PASSENGERS ON U.S. NAVIGABLE WATERWAYS AND AND HARBORS. IT IS CRITICAL TO THE ENFORCEMENT OF "HARBOR MAINTENANCE TAX" AUTHORIZED UNDER SECTION 1402 OF P.L. 99-662 FOR REVISION OF ENG 3925 TO INCLUDE SHIPPERS NAME AND IRS NUMBER.
