Terms of Clearance: THE "UNEMPLOYMENT INSURANCE QUALITY CONTROL DENIALS PILOT PROJECT" IS BEING RETURNED TO DOL AS AN IMPROPER SUBMISSION. THE DATA COLLECTION IS CURRENTLY IN USE WITHOUT OMB APPRVAL AND THUS CONSTITUTES A VIOLATION OF THE PAPERWORK REDUCTION ACT, WHICH OMB MUST REPORT TO CONGRESS. OMB HAS DETERMINED THAT DOL BEGAN THE PILOT AND ASSOCIATED DATA COLLECTION IN OCTOBER 1986, OVER FIVE MONTHS BEFORE THE PROPOSED DATA COLLECTION WAS SUBMITTED FOR OMB REVIEW PURSUANT TO THE PAPERWORK REDUCTION ACT. THIS VIOLATES SECTION 3507 OF THAT ACT, WHICH REQUIRES OMB APPROVAL OF DATA COLLECTIONS BEFORE THEY ARE INITIATED. IT IS OMB'S UNDERSTANDING THAT THE PILOT IS ALMOST COMPLETED. THUS, IT WOULD SERVE LITTLE PRACTICAL PURPOSE FOR OMB TO REVIEW THE DATA COLLECTION AT THIS TIME.
