Effective April
6, 1987, the request is approved subject to the following
conditions: (1) response to the form shall be voluntary (2) FCC
shall consider information on the form to be proprietary and shall
institute procedures to protect its confidentiality to the extent
permitted by law, and (3) FCC shall publish a notice in the Federal
Register as soon as possible informing the public of the two
foregoing conditions, and replacing the current notice required
under the Privacy Act and the Paperwork Reduction Act with the
appropriate statement that response is voluntary.

THE COMMISSION NEEDS TO ASSESS THE
EFFECTIVENESS OF ITS POLICY OF PREFERENCES TO MINORITIES AND
FEMALES IN COMPARATIVE LICENSING PROCEEDINGS FOR BROADCAST
STATIONS. THE DATA WILL BE USED TO STUDY THE EFFECTS OF MINORITY
OWNERHSHIP ON DIVERSITY OR PROGRAMMING. ALL AM, FM AND TV STATIONS
WILL BE REQUESTED TO SUBMIT THIS SPECIFIC OWNERSHIP DATA ON A
ONE-TIME BASIS.
