Abstract: THE PURPOSE OF THE EVALUATION IS TO PROVIDE FEDERAL, STATE AND LOCAL OFFICIALS INVOLVED IN DESIGNING AND OPERATING TECHNICAL ASSISTANCE PROGRAMS WITH INFORMATION AND A SET OF PRINCIPLES WHICH WILL ASSIST THEM IN MAKING CHOICES THAT WILL HAVE A SIGNIFICANT AND POSITIVE EFFECT ON ECONOMIC DEVELOPMENT.
