EXPLANATION. WE ARE CONCERNED THAT THE JUSTIFICATION STATEMENT DOES
NOT DEMONSTRATE THAT OSHA HAS MADE ANY USE OF THE 1,021 REPORTS OF
OVEREXPOSURE WHICH ARE RECEIVED ANNUALLY. THE RESUBMITTED PACKAGE
SHALL DOCUMENT EXACTLY HOW "FAILURE TO COLLECT THIS INFORMATIO WILL
SIGNIFICANTLY IMPAIR OSHA EFFORTS TO PROTECT THE HEALTH OF
EMPLOYEES...." IN ADDITION, THE ESTIMATE OF ANNUALIZED COST TO THE
FEDERAL GOVERNMENT MUST BE CORRECTED TO REFLECT THE HANDLING OF
THESE OVEREXPOSURE REPORTS. ALSO, THIS PACKAGE CONTAINS
INSUFFICIENT INFORMATION TO REVIEW THE RATIONALE FOR THE "BURDEN
ADJUSTMENT" WHICH REDUCED THE BURDEN ESTIMATE. THE RESUBMITTED
PACKAGE SHALL DETAIL THE ERRORS IN THE EARLIER CALCULATIONS.
