THE AGENCY TIME TO COMPLETE ITS FINAL RULE WHICH MAY REVISE THESE
RECORDKEEPING REQUIREMENTS. WE CANNOT, HOWEVER, CONTINUE TO EXTEND
APPROVAL INDEFINITELY WITHOUT RESOLUTION OF OUR CONCERN THAT
ADDITIONAL JUSTIFICATION IS NEEDED TO DEMONSTRATE CONSISTENCY WITH
5CFR1320.4(B)(1), (2) AND (3). THE AGENCY HAS STATED ITS INTENTI OF
PROVIDING THIS JUSTIFICATION IN THE FINAL RULE, YET COMPLETION OF
THE FINAL RULE WAS DELAYED IN THE REGULATORY PROGRAM OF THE UNITED
STATES GOVERNMENT FROM NOVEMBER 1986 TO JULY 1987, AND NOW,
APPARENTLY INDEFINITELY. EXTENSION OF OMB APPROVAL PAST 10/87 WILL
BE CONTINGENT UPON PUBLICATION OF A FINAL RULE RESOLVING THESE
CONCERNS OR SUBMISSIO TO OMB OF A COMPLETE SUMMARY OF COMMENTS IN
THE RECORD RELATING TO THI RECORDKEEPING REQUIREMENT AND AN
EXPLANATION OF HOW THESE COMMENTS JUSTIFY CONTINUATION OF THIS
REQUIREMENT.
