Abstract: THE PURPOSE IS TO FIELD TE DATA COLLECTION PROCEDURES AND INSTRUMENTS FOR AN INTEGRATED SET OF SURVEYS OF PUBLIC AND PRIVATE ELEMENTARY AND SECONDARY SCHOOLS, TEACHE AND LEAS. THE ULTIMATE PURPOSE IS TO PROVIDE NATIONAL AND STATE ESTIMATES OF TEACHER DEMAN AND SHORTAGE, SCHOOL CONDITIONS AND STAFFIN TEACHER QUALIFICATIONS, AND ADMINISTRATOR BACKGROUND. THESE DATA WILL BE USEFUL TO POLICY MAKERS AT NATIONAL, STATE, AND LOCAL LEVELS.
