THESE CONDITIONS ARE BEING IMPOSED TO ENSURE THAT THE INFORMATION COLLECTION REQUIREMENTS HAVE PRACTICAL UTILITY AND IMPOSE ONLY THE MINIMUM BURDEN NECESSARY AS REQUIRED BY THE PAPERWORK REDUCTION ACT AND ITS IMPLEMENTING REGULTIONS AT 5 CFR 1320. THE DEPARTMENT SHOULD ALSO BE AWARE OF AN ERROR IN THE COVER LETTER: THE SECOND PARAGRAPH'S LAST SENTENCE USES THE WORD "BY" WHERE IT APPEARS TO MEAN "BUT".
