Abstract: THIS NPRM IMPLEMENTS THE INCOME CONTINGENT LOAN DEMONSTRATION PROJECT WHICH WILL EXPLORE THE FEASIBILITY OF A DIRECT LOAN PROGRAM WHICH UTILIZES AN INCOME CONTINGE REPAYMENT PLAN. INSTITUTIONS OF HIGHER EDUCATION MUST APPLY FOR PARTICIPATION IN THE PROJECT AND MUST IMPLEMENT THE PROGRAM IN ACCORDANCE WITH THESE REGS.
