Terms of Clearance: This paperwork is disapproved because it is redundant with enforcement practices required under 40 CFR 264.15. EPA has noted that this information collection may help inspectors "target" facilities with chronic waste solvent leaks, but the agency has failed to show: - that existing records kept under 40 CFR 264.15(d) are inadequate for this purpose (5 CFR 1320.4(b)(1) and (2) require EPA show this) and - that the benefits of such targeting outweigh 472,000 additional hours of paperwork (as required under 5 CFR 1320.4(b)(3)). . A letter addressing this disapproval will follow this Notice and be placed in the public file.

Abstract: THIS PROPOSED RULE WOULD COVER RCRA TREATMENT, DISPOSAL, AND STORAGE FACILITIES AFFECTED BY THE PENDING LAND DISPOSAL RESTRICTIONS FOR WASTE SOLVENTS. THIS RULE ADDRESSES CROSS MEDIA IMPACTS THAT COULD OCCUR FROM LAND DISPOSAL RESTRICTIONS FOR WASTE SOLVENTS. THIS RULE WOULD ALSO COVER FACILITIES HANDLING OTHER ORGANIC HAZARDOUS WASTES LIKE WASTE SOLVENTS.
