Abstract: THE INFORMATION IS REQUESTED IS NEEDED SO FCC CAN DETERMINE WHETHER SPECIAL ACCESS RATES PROPOSED BY LOCAL EXCHANGE CARRIERS ARE JUST AND REASONABLE. THE STUDY WOULD REQUIRED CARRIERS WITH TOTAL ANNUAL REGULATED REVENUES OF $100,000,000 OR MORE TO RECONCILE DEMAND DATA USED TO DEVELOP SPECIAL ACCESS REVENUE REQUIREMENTS AND RATES.
