Terms of Clearance: WITHDRAWN BY THE AGENCY (ROBINSON). OMB NOTES THAT THE SURVEY IS NOT I CONFORMANCE WITH 5 CFR 1320.6(G) BECAUSE ITS RESULTS COULD NOT BE GENERALIZED TO THE POPULATION DUE TO ITS LOW EXPECTED RESPONSE RATE. IS OUR ESTIMATION THAT A RESPONSE RATE OF 80% WOULD BE NECESSARY TO ALLOW THE DATA TO BE GENERALIZED. THE SURVEY ALSO LACKS PRACTICAL UTILITY DUE TO ITS OMMISION OF FIRMS THAT FAILED TO OBTAIN OR STOP COMPETING FOR FEDERAL CONTRACTS. THE SURVEY SHOULD ALSO COLLEC DATA ON THE GROSS REVENUES OF FIRMS SINCE THIS DATA IS USED TO DETERMINE WHETHER A FIRM IS A SMALL BUSINESS. FINALLY, QUESTIONS 14 AND 16 APPEAR TO LACK PRACTICALLY UTILITY.

BUSINESSES THAT HAVE HAD FEDERAL CONTRACTS ARE EXAMINED, THEIR EXPERIENCE WITH PROCUREMENT RELATED PAPERWORK AND OTHER PROCUREMENT PROCEDURES ARE ASSESSED IN ORDER TO IDENTIFY PROBLEM-CREATING SITUATIONS AND TO EXAMINE AND EVALUATE PROBLEM-SOLVING TECHNIQUES.
