Terms of Clearance: NOT APPROVED. THIS SURVEY IS NOT APPROVED FOR THE FOLLOWING REASONS: 1) THE SURVEY DOES NOT COLLECT DATA FROM FIRMS WHO OBTAINED CONTRACTS WITHOUT SBA LOAN GUARANTEES. NO CONCLUSIONS REGARDING THE NEED OR EFFECTIVENESS OF THE BOND GUARANTEE RELATIVE TO FIRMS WHO OBTAINED CONTRACTS WITH SBA LOAN GUARANTEES CAN BE MADE FROM THE DATA COLLECTED WITHOUT UNDERSTANDING WHETHER THOSE FIRMS EXPERIENCE IS SIGNIFICANTLY DIFFERENT FROM THOSE NOT USING SBA LOAN GUARANTEES. THEREFORE, THE OVERALL DESIGN WILL NOT PRODUCE MEANINGFUL RESULTS AND FAILS TO MEET THE PRACTICAL UTILITY TEST OF THE PAPERWORK REDUCTION ACT. 2) QUESTION 5(B) OF QUESTIONNAIRE 1 LACKS PRACTICAL UTILITY BECAUSE THE NAMES OF THE CONTRACTING OFFICERS WITHIN THE AGENCIES HAS NO BEARI ON THE BONDING REQUIREMENTS IMPOSED BY THE AGENCY'S CONTRACTING RULES. 3) QUESTION 10 OF THE QUSTIONNAIRE 1 IS NOT ASKED OF FIRMS THAT RECEIVED BIDS WITHOUT AN SBA'S LOAN GUARANTEE OR THOSE FIRMS THAT DECIDED NOT TO BID ON A CONTRACT DUE TO THE BOND REQUIREMENTS. THEREFORE, THE PRACTICAL UTILITY OF THE QUESTION IS LACKING SINCE YOU CAN NOT DETERMINE WHETHER THE LOAN GUARANTEE MADE A DIFFERENCE BETWEEN THOSE WITH GUARANTEES AND THOSE WITHOUT GUARANTEES. 4) THE SUPPORTING JUSTIFICATION DOES NOT CONTAIN RESPONSES TO SECTION B, WHICH REQUIRES A JUSTIFICATION OF THE STATISTICAL ASPECTS OF ANY PROPOSED SURVEY
