Terms of Clearance: THIS CLEARANCE (0607-0590) SHOULD BE APPROVED WITH THE FOLLOWING REMARKS: In accordance with 5 CFR 1320, this collection of information is approved through December 31, 1988. Approval of this survey is further conditioned on the Census Bureau using sampling in the vacant/delete check. In 1975, Congress inserted into Title 13 of the United States Code a new section (Section 195) specifically authorizing the Census Bureau to use statistical sampling whenever feasible in all areas of the census except the actual population count. Therefore, the Census Bureau should submit to OMB a proposal to use sampling for the vacant/delete check. This proposal should be submitted as soon as possible, but certainly before December 31, 1987. Approval of this survey is further conditional on the Census Bureau: 1. Preparing a report on the use of the form and any operational problems which may have occurred in implementing this data collection during the 1988 dress rehearsal census. This report should be submitted to OMB before the 1990 census vacant/delete clearance request is submitted. It is estimated that over 10 million units will be initially reported as vacant or deleted in the 1990 census. The report should consider the cost-effectiveness of alternative sampling strategies for follow-up purposes.

Abstract: THE PURPOSE OF THE VACANT/DELETE CHECK IS TO VERIFY THAT HOUSING UNITS ENUMERATED AS VACANT OR DELETED DURING PREVIOUS CENSUS OPERATIONS WERE CORRECTELY CLASSIFIED. HOUSING UNITS THAT BECAME OCCUPIED AFTER CENSUS DAY ARE ACCOUNTED FOR DURING THIS COVERAGE IMPROVEMENT PROCEDURE. RESULTS WILL BE EVALUATED IN PLANNING THE 1990 OPERATION.
