Terms of Clearance: This clearance (0607-0591) should be approved with the following remarks: In accordance with 5 CFR 1320, this collection of information is approved through June 30, 1988. Approval of this survey is further conditional on the Census Bureau carrying out a precanvass local review recanvass only. The postcensus local review program is not approved because its practical utility has not been demonstrated. The Census Bureau should: 1. Prepare a report on the 1988 Dress Rehearsal Census precensus local review recanvass. This report should include discussion of the impact on the time of the census data collection, and on how many units were added, modified in status, or deleted based on this operation. This report should be presented to OMB as soon as possible, but certainly before the 1990 Census local review recanvass is submitted for clearance.

Abstract: MOST LOCALITIES WILL BE GIVEN THE OPPORTUNITY TO REVIEW CENSUS COUNTS TWICE, ONCE BEFORE QUESTIONNAIRES ARE MAILED (PRECENSUS LOCAL REVIEW) AND AGAIN AFTER THE ENUMERATION IS COMPLETED (POSTCENSUS LOCAL REVIEW). ENUMERATORS RECANVASS SELECTED CENSUS BLOC WITH DISCREPANCIES IN THE COUNTS TO DETECT POSSIBLE COVERAGE OR GEOGRAPHIC PROBLEMS.
