PUBLISHES THIS INFORMATION IN THE "FRANCHISOR OPPORTUNITIES
HANDBOOK." THE ADDITIONAL INFORMATION TO BE COLLECTED IN THIS
SURVEY HAS NO DIRECT APPLICATION TO FEDERAL POLICY MAKING, SINCE
THE FEDERAL GOVERNMENT DOES NOT REGULATE FRANCHISORS OR
FRANCHISEES. THOSE STATES AND BUSINESSES USING THIS INFORMATION
HAVE BEEN DOING SO AT FEDERAL EXPENSE AND SHOULD BEAR THE COST OF
