Terms of Clearance: WE HAVE EXTENDED APPROVAL OF THESE RECORDKEEPING REQUIREMENTS THROUGH SEPTEMBER 1987. THE AGENCY HAS NOT YET ADDRESSED TWO OF THE CONCERNS FIRST RAISED IN 1984 IN OUR CONDITIONS OF CLEARANCE, AND REITERATED IN 1986. FIRST, THE NEED FOR AND PURPOSE OF THE RECORD OF SAFETY DEFECTS ARE NOT CLEAR IN THIS SUBMISSION. OTHER APPROACHES, SUCH AS A CERTIFICATION, WOULD SEEM TO MEET THE AGENCY'S NEEDS AND WOULD IMPOSE A LESSER BURDEN ON THE PUBLIC. SECOND, THE NEED AND PRACTICAL UTILITY OF INSPECTIONS OF EQUIPMENT ON EACH SHIFT IS NOT CLEAR. WE UNDERSTAND THAT THESE CONCERNS WILL BE RESOLVED IN THE AGENCY'S FINAL RULE TO BE PUBLISHED IN FY 1987, ACCORDING TO THE APRIL 1987 REGULATORY AGENDA AND THE FY 1987 INFORMATION COLLECTION BUDGET.

ANY SAFETY DEFECTS FOUND ARE REPORTED TO THE RESPONSIBLE SUPERVISOR WHO IS REQUIRED TO MAKE A RECORD OF THE REPORTED DEFECTS AND SCHEDULE REPAIRS OF SAME.
