Abstract: HUD MADE PLANNING ADVANCES TO PUBLIC AGENCIES TO FINANCE THE COST OF PLAN PREPARATION FOR PUBLIC WORKS. THE AGENCY REPAYS HUD WHEN CONSTRUCTION OF THE PROJECT BEGINS.
