THESE REGULATIONS ARE BEING ISSUE TO IMPLEMENT CHANGES REQUIRED BY THE REHABILITATION ACT AMENDMENTS OF 1986. THE REGULATIONS, WHICH AFFECT INSTITUTIONS OF HIGHER EDUCATION AND STUDENTS, WOULD IMPOSE MINIMAL REQUIREMENTS TO ENSURE THE PROPER EXPENDITURE OF PROGRAM FUNDS.
