Abstract: TO ENSURE THAT TOBACCO MARKETING IS ACCOMPLISHED IN A MANNER FAIR TO TOBACCO GROWERS AND TOBACCO BUYERS, IT IS NECESSARY THAT CERTAIN CHECKPOINTS BE BUILT INTO THE REPORTING SYSTEM. THE REPORTING SYSTEM PROVIDES A BASIS FOR DETERMINING IF WAREHOUSE OPERATORS COMPLY WITH PROGRAM REGULATIONS.
