Abstract: PROPOSED RULES ISSUED APRIL 9, 1986, REVISES FORM FNA-46 AS A GENERIC RECONCILIATION AND REPORTING SYSTEM TO BE USED FOR ALL TYPES OF ISSUAN SYSTEMS TO RECONCILE ISSUANCES AGAINST THE MASTER FILE. THE RESULTS O THIS PROCESS ARE USED TO IDENTIFY STATE AGENCY LIABILITY FOR LOSSES, T REDUCE WASTE, AND TO REGULATE AGAINST PROGRAM ABUSE.
