In accordance
with 5 CFR 1320, OMB disapproves this information collection
because it fails to demonstrate practical utility, as required by
the Paperwork Reduction Act. The International Trade Administration
(ITA) requires the Swedish Letter of Assurance for exports to
Sweden because that country's neutrality seemed to heighten the
possibility of diversion. Improved relations with Sweden have
lessened this threat and increased trade between the U.S. and
Sweden make it unlikely that Swedish firms will risk the sanctions
that might result from a diversion case. Most importantly, all
applications for export licenses to Sweden also require ITA's
"Statement by Ultimate Consignee and Purchaser." This Statement,
which must be signed by both the purchaser and the person who
physically receives the export, asks for detailed information about
the commodities to be shipped, their intended use, and the ultimate
destination of the goods. Both the purchaser and the consignee must
sign a statement certifying the accuracy of the information and
commiting them to contact ITA should circumstances change or face
sanctions under 15 CFR 387. Thus, the purpose served by the Swedish
letter is superfluous and the information collection
unnecessary.
