FEMA REQUIRES CONSISTENT INFORMATION ON THE STATUS OF STATE AND LOCAL EMERGENCY MANAGEMENT AND THE IMPACT OF FEMA FUNDS ON IMPROVING CAPABILITY. HICA/MYDP DATA HAS ESTABLISHED A NATIONWIDE BASELINE ON STATE AND LOCAL HAZARDS, USED TO SET PROGRAM PRIORITIES, PREPARE THE FEMA BUDGET, ALLOCATE FUNDS, AND PROVIDE REPORTS TO CONGRESS.
