UNDER THE RRA, THE BOARD MAY PAY BENEFITS TO SOMEONE OTHER THAN THE BENEFICIARY IF IT IS IN THE BENEFICIARY'S INTEREST AND TERMINATED PAYMENTS TO A DECEASED BENEFICIARY WHOSE DEATH IS UNREPORTED.
