Terms of Clearance: THE STUDY IS DISAPPROVED FOR THE FOLLOWING REASONS: 1)THE PRACTICAL UTILITY HAS NOT BEEN DEMONSTRATED TO OMB AND APPEARS MINIMAL. THE STUDY WILL NOT COLLECT ADEQUATE DATA ON PERSONS WHO RETURN TO WORK AT THE LEVEL OF SUBSTANTIAL GAINFUL ACTIVITY, THAT CAN BE GENERALIZED TO THE NATION. 2)THE STUDY IS UNNECESSARILY BURDENSOME CONSIDERING THE UTILITY TO BE DERIVED. THE FEASIBILITY STUDY OPTION DESIGN WAS NOT FORMULATED BEFORE IT WAS SUBMITTED FOR REVIEW. IF HHS RESUBMITS THE FORM FOR OMB REVIEW, HHS SHOULD INCLUDE DETAILED DESCRIPTION OF AND: 1)JUSTIFICATION FOR THE STUDY DESIGN, INCLUDING THE SAMPLE SELECTED, 2)STATISTICAL INFORMATION ON THE OUTCOME, AND 3)REASONS FOR THE TYPE OF QUESTIONS IN THE STUDY AND THE BURDEN.
