We have approved this collection of information for three years, with the following explanation. OSHA has not been able to demonstrate practical utility for notification of use and updating of compliance plans at six-month intervals. When resubmitted for review, OSHA shall include evidence demonstrating the health benefit arising from these requirements. Also, OSHA has not included in this package any estimate of the time needed to develop and deliver trainin programs. OSHA's figures show that 752 employees require training each year. Assuming that developing and delivering training takes one hour per year per 20 employees (see OMB 1218-0129), we have added 38 hours to the burden estimated for this standard.
