Terms of Clearance: In accordance with the Paperwork Reduction Act and 5 CFR 1320, the 1987 Census of Manufactures Report from Penal Institutions is disapproved because this collection of information is duplicative of information otherwise available to the Department of Commerce (5 CFR 1320.4(b)(2)). An agency of the Department of Justice (DOJ), the Federal Prisons Industries, Inc. collects and publishes data annually on the output of products manufactured and sold by penal institutions in the United States. The information collected by DOJ should serve Commerce's need and is already available to the agency.

Abstract: THE REPORT FROM PENAL INSTITUTIONS IS CONDUCTED AS PART OF THE 1987 ECONOMIC AND AGRICULTURE CENSUSES IN ACCORDANCE WITH THE REQUIREMENTS OF TITLE 13, UNITED STATE CODE. THE DATA FROM THIS REPORT ARE USED BY THE BUREAU OF ECONOMIC ANALYSIS IN ITS BENCHMARKING OF NATIONAL ACCOUNTS AND ARE THE ONLY SOURCE OF MEASURED OUTPUT OF MANUFACTURED PRODUCTS BY PENAL INSTITUTIONS.
