Abstract: THE INFORMATION IS NEEDED TO ASCERTAIN THE CONDITIONS OF A DRILLING SITE. THIS IS NECESSARY TO MITIGATE THE HAZARDS INHERENT IN DRILLING OPERATIONS AND TO INCREASE THE MARGIN OF SAFETY OF PERSONNEL AND THE ENVIRONMENT. RESPONDENTS ARE FEDERAL OIL AND GAS LESSEES ON THE OUTER CONTINENTAL SHELF.
