In approving
this methodological pilot survey, OMB is in no way giving approval
for the full tapwater consumption survey. A separate ICR will be
neccessary with sufficient justification to demonstrate its
practical utility. EPA should not release or use for policy
development purposes the information due to its statistical
weaknesses (small sample). OMB suggests that EPA consider adding a
question to the two diary methodologies asking the respondant to
recall in some detail the circumstances of their last drink of
water. In this way, an internal check is created that allows a
comparison between the aggregate information of the diary and the
last drink recall.
