SOURCES MUST ALSO REPORT (WITHIN 10 DAYS) ALL EMERGENCY DISCHARGES, AND REPORT EXCESS EMISSIONS ON A SEMI-ANNUAL BASIS. EPA USES THIS INFORMATION TO DETERMINE COMPLIANCE IN LIEU OF ON-SITE SURVEILLANCE.
