This request for
OMB approval is granted through 6/30/88 only. If the Commission
wishes to continue requiring motor carriers to use the uniform
system of accounts, it must revise and resubmit this request. Any
such request must explain (1) why the Commission cannot meet its
statutory responsibilities with substantially reduced data
requirements, (2) why the ICC should be requiring extensive
cost-based motor carrier reports at all, when prices are set
competitively, independent of costs, and (3) why the Commission
believes that such a request complies with the requirements of the
Paperwork Reduction Act of 1980, as amended. In addition, the
Commission must justify any request for further OMB approval in
view of its own decision in Docket No. 38904, served 3/31/87, to
not require motor carriers to use the uniform system of
accounts.

PRESCRIBED SYSTEM THAT A REPORTING CARRIER MUST FOLLOW TO ACCOUNT
FOR THEIR FINANCIAL, OPERATIN AND EQUIPMENT TRANSACTIONS AND
RECORDS. DATA COLLECTED UNDER THE USOA IS USED BY THE COMMISSION
AND THE CARRIERS.
