THESE CERTIFICATES PROVIDE UNIFORMITY IN THE INFORMATION COLLECTION PROCESS, SICNE FOREIGN COUNTRY AND STATE CERTIFICATES ARE ALL DIFFEREN THESE FORMS ARE USED BY CARRIERS, DEALERS, AND HANDLERS WHEN SHIPPING ANIMALS.
