In accordance
with the Paperwork Reduction Act and 5 CFR 1320, the proposed
Broadwoven Fabrics (Grey) survey is disapproved. Commerce has
provided an opinion that surveys conducted under 13 USC Section 81
are always subject to Section 224 of that Title. However, our
concern is with the existing Census authority under Section 182.
Our records show a current Section 182 quarterly survey in SIC
major group 23 (MQ23X, Sheets and Pillowcases) cleared through 1989
(OMB No. 0607-0206). Analysis of this situation has persuaded us
that current surveys under Section 182 can efficiently meet the
Bureau's requirements and those of the Paperwork Reduction Act.
Given these facts, we believe the Census Bureau has not provided
adequate justification to alter the existing quarterly survey of of
Broadwoven Fabrics conducted under Section 182. Therefore your
request for such a change is disapproved.
