In accordance
with the Paperwork Reduction Act and 5 CFR 1320, the proposed
Carpets and Rugs survey is disapproved. Commerce has provided an
opinion that surveys conducted under 13 USC Section 81 are always
subject to Section 224 of that Title. However, our concern is with
the existing Census authority under Section 182. Our records show a
current Section 182 quarterly survey in SIC major group 23 (MQ23X),
Sheets and Pillowcases) cleared through 1989 (OMB NO. 0607-0206).
Analysis of this situation has persuaded us that current surveys
under Section 182 can efficientl meet the Bureau's requirements and
those of the Paperwork Reduction Act. In the case of the survey of
Carpets and Rugs, we find under 5 CFR 1320.4(b)(2) that the
proposed collection duplicates a survey of that industry conducted
by the Carpet and Rug Institute (CRI). The CRI surv has an
excellent response-rate, good coverage of output, and is more
timely than the survey proposed by Census. We have been assured
that the information would be available to Census on request.
