THE COMMISSION'S SAFETY REQUIREMENTS
FOR TOY CAPS PERMIT THE DISTRIBUTION OF THOSE IN THE 138-158
DECIBEL RANGE ONLY IF FIRMS NOTIFY THE COMMISSION AND SUBMIT
QUARTERLY REPORTS ON PROGRAMS TO REDUCE THE SOUND LEVELS (SATISFY
LABELING REQUIREMENTS). THESE REPORTING REQUIREMENTS ARE DESIGNED
TO ENCOURAGE FIRMS TO DISTRIBUTE QUIETER CAPS.
