Terms of Clearance: OMB is granting this emergency request to conduct additional data collection to determine the number of wells in community water systems (CWS). This is a reinstatement and extention of the earlier pilot survey. The justification for this addendum is that the Federal Reporting Data System (FRDS) information on average number of wells pe CWS was incorrect. EPA states that the pilot data will be used to assess the possible errors in FRDS. As a condition of approval, EP must commit to examine all of the FRDS and rectify identified problems In particular, EPA shall study the initial quality of the data as received, how it flows into the system, and how the data is managed. This should be a longer-term, broad effort (not limited to well frequency data) that could lead to substantial improvements to FRDS an avoid the need for surveys similar to this. At a minimum, this study and its conclusions should be incorporated into the Public Drinking Water Supply Program Information ICR renewal (2040-0090). Progress reports shall be given to OMB on an annual basis.

Abstract: EPA IS OBTAINING UPDATED INFORMATION BY TELEPHONE ON THE NUMBERS OF WELLS SERVING EACH COMMUNITY WATER SYSTEM. THIS WILL BE USED TO DESIGN A REPRESENTATIVE SAMPLE OF WELLS FOR A NATIONAL SURVEY OF PESTICIDES I WELLS. THE FINDINGS WILL BE USED TO DEVELOP PESTICIDES AND DRINKING WATER REGULATIONS.
