Abstract: DATA IS REQUIRED (AS PART OF DIRECT FINAL RULE) FROM 20 OR SO CFC AND HALON PRODUCERS, IMPORTERS AND EXPORTERS TO DETERMINE 1986 BASELINE FOR PRODUCTION AND CONSUMPTION UNDER MONTREAL PROTOCOL AND SERVE AS BASIS FOR ALLOCATING PERMITS. ALSO REQUIRES MONTHLY REPORTING OF PRODUCTION/EXPORT AND IMPORT LEVEL TO DETERMINE COMPLIANCE WITH THE REGULATION.
