covers the information collection requirements in FHWA's June 1,
1987 final rule, but not the ones proposed in a related rulemaking
on December 11, 1987. When FHWA completes the December 11, 1987
rulemaking, it must submit a combined justification statement
covering all information collection requirements in these two
rulemakings.
