the following conditions. HUD must examine methods for calibrating
the results obtained from the utility cost data questions that will
eliminate reporting biases by metropolitan area. HUD must report to
OMB on the feasibility of implementing such bias elimination
techniques by no later than September 1, 1988. In addition, upon
the resubmission of this survey for OMB review, HUD should provide
a better justification for the questions included in this survey.
This justification should state how and by whom these data are
used. HUD may respond to this request by providing information on
the practical utility of data by category of usage, rather than for
each question, since this would lessen the response burden on
HUD.

THE 1988 AHS-MS IS A LONGITUDINAL
STUDY THAT COLLECTS CURRENT INFORMATION ON THE QUALITY,
AVAILABILITY, AND COST OF HOUSING IN 11 SELECTED METROPOLITAN
AREAS. IT ALSO PROVIDES INFORMATION ON DEMOGRAPHIC AND OTHER
CHARACTERISTICS OF THE OCCUPANTS. FEDERAL AND LOCAL GOVERNMENT
AGENCIES USE AHS DATA TO EVALUATE HOUSING ISSUES.
