FIRST, BY ONLY INCLUDING CLIENTS FORMALLY TERMINATING, THE METHODOLOGY EXCLUDES CLIENTS WHO DROP OUT OF THE PROGRAM BECAUSE OF DISSATISFACTION OR SUCCESS. SECOND, BY NOT UTILIZING A CONTROL GROUP IT IS NOT POSSIBLE TO ATTRIBUTE CLIENT OUTCOMES TO SERVICES RECEIVED. THIRD, A BIAS IS CREATED BY CONDUCTING THE SURVEY BY PERSONNEL EMPLOYED AT THE SAME CENTER WHERE THE SERVICES ARE PROVIDED. FINALLY, VA HAS FAILED TO DEMONSTRATE THAT CLIENT PERCEPTIONS ARE AN APPROPRIATE MEASURE OF PROGRAM PERFORMANCE.

Abstract: VA PLANS TO SURVEY ALL VIETNAM ERA VETERANS WHO TERMINATE SERVICES AT VET CENTERS DURING A ONE-MONTH PERIOD FOR THE PURPOSE OF STUDYING PROGRAM EFFECTIVENESS THROUGH CLIENT PERCEIVED OUTCOME. THE SURVEY WILL ALSO POLL VETERAN ATTITUDES RELEVANT FOR THE MANAGEMENT OF THE PROGRAM TRANSITION TO VA MEDICAL FACILITIES.
